PROMOTE targeted users
PROMOTE services provide information to 2 major groups of users
1) quantitative data are provided to public authorities and other institutions
to help them to fulfil their reporting duties, to enable them to provide
information to the public and to analyse the state of the atmosphere or the
tools currently in use for its assessment.
2) Easily understandable information is provided to European citizens to inform
them on the state of the atmosphere, to enable them to adjust their daily
behaviour to the actual atmospheric conditions (e.g. avoid heavy pollution
episodes or quarters) and thus to assist in raising public awareness and
understanding for atmosphere/climate issues and necessary counter-measures.
On behalf of the “man on the street” local environment and health agencies
act as intermediates in some cases supervising the PROMOTE services in other
cases disseminating or even operating the services within their internet portals.
The PROMOTE users can be structured by the level of their responsibility:
local, regional, national, European, global. Following groups of users have
signed Service Level Agreements for current PROMOTE services or are negotiating
to do so:
environmental agencies (EEA, national, regional and/or local in 12 countries)
regional environmental ministries
city / district authorities (managing traffic, health, and environment)
health institutions (e.g. hospitals, dermatologists association, pollen
patients association)
weather services (ECMWF, national)
European and international organisations (WMO, EMEP, volcanic ash advisory centers)
private organisations (e.g. to evaluate future use for emission trading or for tourism)
scientific organisations (e.g. to evaluate climate modelling accuracy)
These users evaluate the PROMOTE services and contribute significantly to their
improvement with their specific feedback. Through the demonstration of the added
value of the services they play a major role in promoting the services to further
similar users – accordingly both the number and the variety of users have both
increased from stage 1 (consolidation) to stage 2 (up-scaling) and are still further
expanding.
